The 5th Forum of Regions of Belarus and Russia was held in Mogilev on 10 - 12 of October. The main event of the Forum was a plenary session with the participation of the President of the Republic of Belarus Alexander Lukashenko and the President of the Russian Federation Vladimir Putin on October 12.

The participants made reports in which they touched upon the main aspects of the bilateral agenda - trade, economic, humanitarian, scientific and technical cooperation. Special attention was paid to industrial cooperation. As Mikhail Myasnikovich, Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus, noted in his speech, Belarusian business can take part in the complex program of import substitution in Russia, and small and medium businesses in the "six and a half" concessional lending program, which is focused on supporting projects in priority for Russian regions industries.

Mikhail Myasnikovich refuted the view that the Belarusian side does not allow subsidies for Russian goods. In 2017 under leasing schemes there were 200 million of russian rubles spent on Kirovets tractors from St. Petersburg. 150 million Russian rubles were spent on the same tractors over the past 9 months of 2018. As the Chairman of the Council of the Republic noted, there are no legal barriers in Belarus for the participation of Russian partners in the events of the state programs of Belarus. Joint ventures with Russian capital are subject to the same criteria as the Belarusian. They can become participants of Belarusian programs and projects of the real sector of the economy. Besides, Russian companies can successfully enter projects based on public-private partnership including global initiative “One Belt, One Way”.

On the same day, the press-approach of the Chairman of the Council of the Republic Mikhail Myasnikovich and the Chairman of the Council of the Federation of Valentina Matvienko to the media took place. Journalists asked questions, regarding the preparation of a draft concept on the approximation of the laws of the two countries, the effectiveness of monitoring the implementation of the main provisions of the Treaty on the Establishment of the Union State, topics and venue of the next Forum of Regions.

In particular, Mikhail Myasnikovich said that in the Union State it is advisable to consider the possibility of developing model laws. They could serve as a basis for the formation of the national legal field of the participating countries. The speaker of the Federation Council of the Federal Assembly of Russia, Valentina Matvienko, supported this initiative. This practice is used in the CIS Inter-Parliamentary Assembly (IPA), and it justifies itself. By this time, the IPA adopted over 400 model laws. The absolute majority of them are fully or partially implemented in national legislation. Valentina Matvienko is convinced that the harmonization of legislation in the Union State is extremely important. It will contribute to the successful development of integration processes in all spheres, in the whole complex of bilateral interaction.

On the same day, the award ceremony was held with the Honorary Badge of the Forum of Regions of Belarus and Russia.

In an exclusive interview with Belarus 1, Mikhail Myasnikovich informed that over 70 cooperation documents were signed at the Forum. “We went more than $ 500 million. Most of them are Belarusian exports to the Russian Federation. I looked closely at these contracts: two thirds are investment goods — machines, equipment, electronics” the Speaker said.

The Chairman of the Council of the Republic spoke about the supply of Belarusian food to the Russian market. These documents also provide a mechanism for resolving contentious issues.

Mikhail Myasnikovich added that the next Forum will be held in Russia and, at the suggestion of the President of Belarus, it is planned to devote it to youth topics. The proposal to hold a Congress of the creative intelligentsia at the same time as the forum was also supported.
